According to an article in the Philadelphia Inquirer, CIO Terry Phillis will be resigning his post effective on July 31st. Mayor Nutter's office stated that Phillis' decision was volunatary and described the decision as one of "mutual consent between Terry and the administration that it was time to go in a different direction." While Mayor Nutter states that no specific incidents or issues triggered Phillis' departure, sources in the administration disagree, and state that Phillis has been forced out. Some sources have even gone on to suggest that the CIO's resignation stems from disagreements with Managing Director Camille Cates Barnett regarding issues pertaining to a planned 311 call center that Barnett is overseeing.
Former Philadelphia Mayor John F. Street appointed Phillis as one of his highest ranking officials during his administration. In fact, under the Street administration, Phillis' position was significant enough to yield a cabinet seat, granting Phillis access to the mayor on a weekly basis. In Nutter's administration, Phillis is not a cabinet member and reports directly to the Managing Director.
While the exact reason for Phillis' departure is uncertain, Mayor Nutter released a statement saying "I sincerely appreciate Terry's service to the City of Philadelphia and his efforts."
The timing of Phillis' resignation coincides with the administration's decision to re-evaluate its technology services. In late May, Mayor Nutter signed an executive order disbanding what was known as the Mayor's Office of Information Services. Moving forward, the office has been renamed the Division of Technology. Along with a new name for an old office, the executive order also establishes a nine-member technology board made up of Nutter's senior-level aides.
